Monday to Friday. This page excludes Saturdays and Sundays and nothing else.
Public holidays are deliberately left in. They differ by country, by state and sometimes by industry, and a calculator that quietly assumed one set would give most of its users a confidently wrong answer. If a holiday falls inside your range, subtract it yourself.
Where working days actually matter
Contracts that specify working days rather than calendar days, supplier lead times, notice periods, and the window some larger customers give you to dispute a charge. The difference compounds: ten business days is fourteen calendar days, twenty is twenty-eight.
Counting between two dates
The count is exclusive of the start date and inclusive of the end date, which is the convention most contracts use. It also shows the calendar days and the weekend days in between, so you can see exactly where the difference came from rather than taking the number on trust.

Net 30 normally means thirty calendar days. Thirty business days is about forty-two calendar days, so the two are nearly two weeks apart. If a contract says working days, it matters.
